Dr. Luis Carlos Ugalde – President of the Federal Electoral Institute (IFE), Mexico


The electoral reform passed on September 2007 in Mexico brings new "rules of the game" for political campaigns.


Mexican Initiative, with the support of LASA and ILAS, is pleased to invite you to a seminar where Dr. Luis Carlos Ugalde, head of the Federal Electoral Institute of Mexico will discuss the recently passed Electoral Bill.


Luis Carlos Ugalde received a Ph.D. in Political Science (1999) and Master's degrees in Political Science (1994) and Public Administration (1992) all from Columbia University.


Dr. Ugalde has been a professor of political science and chair of the undergraduate program in Political Science and International Relations at the Center for Economic Research and Teaching (CIDE) in Mexico City. He has also been a researcher and adjunct professor at various academic institutions, including Harvard University's David Rockefeller Center for Latin American Studies (2001); and Georgetown University (2002).
